Overall Objective

HIV/TB
Scaling up HIV prevention, care and treatment services for Key Populations and People living with HIV in Kosovo, and Strengthening Tuberculosis ("TB") control in Kosovo + C19RM (Covid 19 Response Mechanism)
  1. To maintain low prevalence of HIV among general population and KPs, and improve the quality of life of people affected by HIV/AIDS in Kosovo; and
  2. To reduce the overall incidence of notified TB cases from 33.8 per 100,000 in 2019 to 23.6 per 100,000 populations in 2024.

Specific Objectives​

Specific Objectives for TB component:

  • Facilitate grant management and program transition from Global Fund to national institutions by developing program management capacity of the MOH and national institutions, including institutional capacity for social contracting consistent with the Guidelines on Implementers of Global Fund Grants and international best practices;
  • Ensure early TB case detection and treatment integration into the public health system using people-centered model of TB care;
  • Ensure effective and sustainable TB drug procurement and supply chain at competitive prices;
  • Improve monitoring and evaluation (“M&E”), collection and sharing of TB data and information; and
  • Provide intensified TB infection control at all TB facilities.

 

Specific Objectives for HIV component:

  • Reduce the impact of HIV in general population and KPs by strengthening HIV prevention interventions and improve access to services;
  • Improve the health status and quality of life of PLHIV by providing universal access to treatment, health care and other support services;
  • Ensure sustainable response to HIV through strengthening coordination, leadership and financial and political commitment of the government of the Host Country;
  • Ensure sustainable response to HIV through resilient health systems strengthening interventions; and
  • Empowerment and engagement of CSOs in HIV policy, programming, advocacy and HIV service provision in the community through community systems strengthening (“CSS”)

End Beneficiaries

The PROSPERO project targets a diverse group of beneficiaries to ensure a comprehensive approach to preventing violent extremism and fostering social cohesion. National and local institutions, including municipal referral teams, educators, law enforcement, social workers, and health professionals, receive support to strengthen their capacity in rehabilitation and reintegration (R&R) efforts. Children and youth, particularly returnees from conflict zones and minority groups, benefit from educational, social, and mental health support, fostering inclusivity and resilience. Students gain access to new education programs that enhance digital literacy, critical thinking, and awareness of radicalization risks. Parents, caregivers, and educational staff—key actors in countering radicalization—receive training to strengthen their ability to provide guidance and reintegration support. Additionally, the general population benefits from informational campaigns, public awareness events, and advocacy initiatives, promoting a more informed and resilient society against extremist influences.
