A Victory for Legality and Citizens’ Rights: CSL Wins Landmark Human Rights Case Before the Supreme Court of Kosovo

The Center for Strategic Litigation (CSL) has secured a historic victory before the Supreme Court of Kosovo, further solidifying its role as a leading platform for the protection of human rights and the rule of law in the country. In a landmark judgment issued on April 16, 2025, the Supreme Court upheld CSL’s lawsuit against the Municipality of Prishtina regarding the Regulation on the Organization and Use of Parking Lots, widely known as the “Prishtina Parking” case.

The Supreme Court ruled in favor of CSL, declaring nine provisions of the municipal by-law to be in conflict with constitutional rights, the principle of legality, and European human rights standards. As a result, the Municipality of Prishtina is now obliged to amend the Regulation and restrict the unlawful powers previously granted to the public enterprise “Prishtina Parking.”

Initiated and led by CSL’s legal team, this case was designed to protect the rights of everyday citizens—specifically the users of public parking spaces in Prishtina. The decision is expected to safeguard approximately 190 citizens daily, or more than 35,000 people annually, from unlawful administrative charges and the misuse of public authority.

This landmark ruling represents a major step forward for legality, accountability, and the protection of citizens’ rights in Kosovo.
